Current Issues

The Michigan Legislature will start it’s 2008 session on January 8th. Of utmost importance to Golf Course Owners is the issue of water. First, your association has endorsed the passing of legislation that ratifies the Great Lakes Charter. The charter needs to be ratified by the 6 states and 2 provinces of Canada that border the Great Lakes. Secondly, the Senate and House both have packages of bills dealing with the newly developed assessment tool and water withdrawals. We are monitoring this closely and may call on you to help with your local legislator.

Now Is the Time To Get Involved

The Michigan Golf Course Owners Association (MGCOA) is very involved in the government affairs arena.  The MGCOA would like to thank those members who have volunteered time to the Government Affairs Committee and also the Political Action Committee.  The association continues to make strides at the state capitol both in recognition and relationship building.  You can become an important part of that process by becoming involved.

One of the greatest ways to get involved is to utilize your facilities.  You have many opportunities to host political fundraising golf outings or events.

Making these contacts also has a secondary benefit.  Politicians will be familiar with you and your facilities.  One benefit would be the possibility of future business.  Another benefit would be that you now have a relationship.  Having a relationship with these folks opens up doors for future events and more importantly, when a legislated issue of concern comes your way you can sit down and discuss the concern directly.  You will have the inside track.  

You might want to consider donating a portion of your proceeds back to the candidate in the form of a contribution.  There are many ways to make this a win for the golf industry, a win for the candidates and a win for your facility.  What do you need to do?  Set a goal for the number of political events hosted at your facility this year.  Most of all get involved.

Golf in Michigan

  • Golf’s impact is well over 3 billion dollars. With real estate it is well over 1.5 billion dollars. Total, over 4 billion dollars.
  • 30,000 direct jobs and indirectly 27,000 more jobs with associated payroll taxes come from the golf industry.
  • In 2007 those taxes were estimated between 500 and 800 million dollars.
  • Real Estate property values around golf courses are over the 1 billion dollar mark.

Golf Courses are reliant on water

  • Golf Courses cannot exist without it.
  • Courses utilize the most advanced irrigation technology available
  • The golf industry has been paying fees to the state and reporting usage since 1997.
  • This legislation should not be “one size fits all”. It should not be painted with a broad brush.

Are additional regulations needed?

  • Our industry already reports. Conflict resolution legislation is law and seems to be working.
  • Scientific evidence and mapping is being gathered. This evidence should be the corner stone of any further action.
  • At this point no evidence concludes the need for state wide broad brush legislation.

Conclusions

  • This issue is vital to our industry. The need for affordable water is clear.
  • This legislation in current form is not what the state needs. The punitive nature of the bill will only lead to further economic problems our state cannot handle.
  • The issue of water usage is one that needs careful and slow consideration based on scientific evidence and facts. We urge you not to fall into the trap of “political expediency”. Take your time no matter how long.
  • To prosper our state needs less regulation and more incentive. Give those who maximize usage tax credits. Set up a system of incentives and avoid the nightmare of bureaucratic expansion
  • We urge you to take careful consideration regarding this issue. We are blessed with a wonderful commodity that needs protection through science and incentive, not politics.

Overtime Act
An amusement or recreational establishment shall be exempt from the overtime provisions of the Act if:
1 It is open to the general public at a fixed site; and
2 It does not operate for more than seven months in a calendar year; and
3 It is open primarily to provide leisure activities for those who attend.

The State Act only covers employers that have annual dollar revenue of less than $500,000.00

Candidate Endorsement Policy

For a candidate to receive the Association’s endorsement, they must be recommended by staff, and receive the approval of the President and Government Affairs Committee Chair. If you have identified a candidate you would like to receive the endorsement of the MGCOA, please contact John Dodge (jdodge-mgcoa@acd.net), government affairs coordinator.

What is your roll? Be involved, be proactive, get to know your candidates and back those that understand and back the business of golf. Bring state candidates and issues to your staff for consideration. We will not be successful without your participation. Contact the MGCOA with your endorsement recommendations.
